SNAP participation and thus access to SNAP E&T. 06/13/2025 Leech Lake Tribal Nation Tribal Nation leadership As was the case in FFY 2024, tribal leaders indicate there continues to be three significant barriers for Tribal Nations to offer SNAP E&T in Minnesota: 1) Minnesota tribal employment programming is primarily funded through federal funds and tribal 477 funding (which has been ruled an ineligible source of SNAP E&T match). This leaves tribes with little funding on which to seek reimbursement and, in many cases, makes it impossible for tribes to find a path forward to a reimbursement-funded program, 2) The reimbursement structure of SNAP E&T poses significant fiscal and administrative hurdles that require resources to overcome.
