MONTHLY REPORTING - UNCLE HARRY FS
0007.03.01
MFIP, DWP, MSA, GA, GRH: See 0007.03 (Monthly Reporting - Cash).
SNAP: During the unit's certification period, monthly reporters are subject to retrospective budgeting and must complete a Household Report Form (DHS-2120) (PDF) (HRF) each month. All changes from the report month must be reported on the HRF. See 0022.06 (How and When to Use Retrospective Budgeting).
Uncle Harry Food Support units are monthly reporters if they meet 1 of the following criteria: ● A member who received earned income in the report month or any of the previous 3 months. This is true even if the income is excluded.
OR
● An ineligible or disqualified person living with the unit who received earned income in the report month or any of the previous 3 months. This is true even if the income is excluded. See 0016 (Income From People Not in the Unit).
OR
● A non-citizen whose sponsor and/or sponsor's spouse has earned or unearned income in the report month or any of the previous 3 months. See 0016.21 (Income of Sponsors of Immigrants With I-134), 0016.21.03 (Income of Sponsors of LPRs With I-864).
When you interview a monthly reporting UHFS unit in the same month they apply, the unit must complete a HRF for the 3rd month of eligibility. In the 3rd month of eligibility, the case switches from prospective budgeting to retrospective budgeting. See 0022.09.03 (When to Switch Budget Cycles – SNAP). The report month in the 3rd month of eligibility is the application month. Do not determine eligibility for the 3rd month (1st retrospective month) until the unit returns the HRF.
If the UHFS unit fails to return the HRF for the 3rd month of eligibility, take the following action: ● For units you have approved, send a 10-day notice to close for non-receipt of a HRF.
● For units you have not approved, and have allowed 10 days to return the HRF, you may open and close at the same time if the unit is eligible for the 1st 1 or 2 months. A 10-day notice is not required in this case.
A Combined Application Form (CAF) (DHS-5223) (PDF) or ApplyMN application substitutes for the HRF when you interview the unit in the month after they apply. For those cases, do not require a HRF for the 3rd month of eligibility.
When a recertification is due, the unit must complete a CAF or ApplyMN application. They cannot use a HRF to recertify their benefits. The CAF or ApplyMN application needs to be signed on or after the last day of the report month. If the UHFS unit is ineligible based on the recertification form, close the case, allowing for adequate notice. See 0026.12.09 (Adequate Notice).
UHFS units that are not subject to monthly reporting are change reporters. See 0007.03.05 (Change Reporting) for information on change reporting requirements.
