Child Care Assistance Program Policy Manual Issued 10/2018 DWP overview 4.3.3.15 The Diversionary Work Program (DWP) is a four-month cash assistance program that focuses on helping parents quickly find employment. DWP child care assistance is funded through the MFIP/DWP child care subprogram. All adults are considered job-seekers and must develop an Employment Plan (EP) with a job counselor before any DWP benefits are issued. Parents can receive MFIP/DWP child care assistance to participate in the activities within the Employment Plan. See Chapter 4.6.3 (Authorized activities within an Employment Plan). There are some allowed authorized activities that a parent can receive MFIP/DWP child care assistance for that are outside an Employment Plan. See Chapter 4.6.6 (Authorized activities outside an Employment Plan). Because of the short duration of the program and the program’s intent to move people to employment as soon as possible, CCAP agencies are encouraged to develop application processing practices to approve DWP child care assistance quickly. To assist in this, financial workers are instructed to obtain a child care application from DWP applicants during the application interview if child care is needed. The Department of Human Services (DHS) developed the Combined Application – Child Care Addendum DHS-5223D (PDF) for agencies to use, See Chapter 3.9 (Combined Application – Child Care Addendum).
