Child Care Assistance Program Policy Manual Issued 05/2023 Provider Financial Information 11.33 See MEC2 User Manual > Provider Management > New Provider Registration > Provider Tax Info Page for instructions on completing the Provider Tax Info page. Changes to financial information A provider may report changes in their financial information to the CCAP agency and request that updates be made in MEC². These changes include circumstances such as: • Bank account changes • Changes in payment method (e.g. switching from warrant to EFT) • Changes in tax ID, which could be a Federal Employer Identification Number (FEIN). When financial information cannot be updated A provider’s financial information in MEC² cannot be updated in the following situations: • The CCAP agency or DHS is aware of a payment dispute amongst owners and/or it is unclear whether there has been a change in provider ownership. • There has been a full change in provider ownership and a new license is being issued, but the new owners are temporarily operating under the existing license and CCAP registration. • A licensed provider changes their tax ID number and a new license is being issued, but the provider is temporarily operating under the existing license and CCAP registration.
Child care license holders are required to tell Licensing before they make changes affecting their license, including changing their tax ID number. Except when care is provided in the license holder’s home, Licensing must issue a new license when certain ownership changes occur, and/or the provider changes their tax ID number. Process for updating provider financial information When a licensed or certified provider informs your agency of a change to their financial information, do not update the information in MEC². Contact your DHS policy specialist before making any changes in MEC². DHS will confirm if any of the conditions above apply to the provider and will inform your agency of next steps. When a legal nonlicensed provider informs your agency of a change to their financial information, update the information in MEC2. Your agency does not need to contact DHS CCAP staff prior to making these changes in MEC2 for legal nonlicensed providers. Note: It is recommended that the provider worker document changes to financial information and communication with providers in MEC² on the Provider Notes page.
