Child Care Assistance Program Policy Manual Issued 07/2023 Provider renewal 11.24 CCAP agencies must complete the registration process described in Chapter 11.12 (Provider Registration) at each renewal. Renewing a provider’s registration is how CCAP agencies reauthorize a child care provider for CCAP payments. Renew all providers at least every two years. Processing timelines Process all registration renewals within 30 calendar days from the later of the date the agency receives: • The provider's registration renewal OR • Any background study determination(s) required for a legal nonlicensed child care provider or members of the legal nonlicensed provider’s household. See Chapter 11.9.12 (Legal nonlicensed providers- background studies). Registration renewal processing – reinstatement Reinstate a provider’s registration without a gap when: • A provider’s registration closes for failure to complete the renewal process AND • The provider met all registration requirements, and the agency received all required renewal documents before the registration closed. Inappropriate registration reinstatement Do not reinstate a provider’s registration if the agency receives required renewal documents after a registration closes for failure to complete the renewal process. Require the provider to complete a new registration. See Chapter 11.12 (Provider Registration). An inappropriate reinstatement occurs if: • Registration is reinstated when the completed renewal and/or required documents were received after the registration closes. • Registration is reinstated, but the provider did not meet registration requirements at renewal. Legal nonlicensed (LNL) providers Before their registration is renewed, legal nonlicensed providers must also: • Meet training requirements that apply at renewal and submit documentation of training completion. See Chapter 11.9.9 (Legal Nonlicensed Providers – Training Requirements). • Complete and pass a background study. See Chapter 11.9.12 (Legal Nonlicensed Providers—Background Studies).
