Child Care Assistance Program Policy Manual Issued 07/2023 Provider registration 11.12 Registration process Before you can authorize payment to any provider, that provider must register with your CCAP agency. Providers must register with the CCAP agency that serves the family. Registration is the process used to determine whether the provider chosen by a family meets the requirements to receive payment from the Child Care Assistance Program. Register and authorize care with the provider chosen by the family before making payment. See Chapter 9.3 (Payments to Providers). Register any provider that asks to serve children receiving child care assistance and documents their eligibility using the appropriate Department of Human Services (DHS) registration forms. Providers may register even if they are not currently caring for children receiving child care assistance. Registration processing timeframe Process all registrations within 30 calendar days from the later of the date the agency receives: • The provider's registration OR • The background study determination(s) required for a legal nonlicensed child care provider or members of the legal nonlicensed provider’s household. See Chapter 11.9.12 (Legal nonlicensed providers- background studies). Registration begin date A provider’s registration begin date may be retroactive. Begin a registration the date the provider meets all registration requirements. For example, a provider’s registration can begin: • The effective date of the provider’s license or certification. • The date a legal nonlicensed provider meets all health, safety, and training requirements. See Chapter 11.9 (Legal Nonlicensed (LNL) Providers). • The day after a provider: o Finishes serving a disqualification. See Chapter 13.9 (Disqualification for Wrongfully Obtaining Child Care Assistance-Providers). o Corrects or resolves a provider compliance condition. See Chapter 9.3 (Payments to Providers). If the date a provider meets all registration requirements is more than six months in the past, consider setting the registration begin date six months prior to the date you approve the registration to accommodate retroactive authorization policies for families in Chapter 9.1 (Child Care Authorization). When does a provider need to complete a new registration? Sometimes a provider may need to complete a new registration and/or get a new MEC² ID. Some examples appear below.
