Child Care Assistance Program Policy Manual Issued 11/2022 Legal nonlicensed providers –group size and age limit 11.9.21 Toddler Toddler is a child 12 months old but less than 24 months old. Infant Infant is a child at least 6 weeks old but less than 12 month old. Determining group size and age limits Prior to authorizing care with a legal nonlicensed provider, the CCAP agency must determine the total number of children in the provider’s care during the times care is provided to a family receiving CCAP. The group size and age limits apply at any one time. If the provider is caring for more total children than allowed or for children outside of the allowed age category limits at any one time, care must end for all children. Service Authorizations must not be approved and/or open Service Authorizations must close with a 15 day notice. If the provider stops caring for some children and comes into compliance with group size and age limits, Service Authorizations can be approved as of the date the provider is in compliance. Note: DHS recommends entering a provider note about the number of children and age categories in MEC² on the Provider Notes window. Example of all children within age limits and group size Provider cares for a total of five children receiving CCAP while three of the provider’s own children are in the home. The five children receiving CCAP are all from one family. The ages of the children are: • 6 months (infant) • 20 months (toddler) • 3 years (preschooler) • 4 years (preschooler) • 7 years (school-age) The ages of provider’s own children are: • 10 months (infant) • 5 years (preschooler) • 9 years (school-age) • 13 years
