Child Care Assistance Program Policy Manual Issued 07/2021 License exempt centers 11.6 Payments to license exempt centers Pay license exempt centers at the same rate as licensed centers in the same age category. License exempt centers must be certified in order to be registered with CCAP and can be paid retroactive to the later of the date that: • Child care was authorized to begin OR • The family became eligible OR • The date of certification. See Chapter 9.3 (Payments to providers) for more information on first payment date. Certified license exempt center information updates Certified license exempt center names and site addresses are updated to the name and site address the provider has for certification. If a name or site address changes and the provider indicates the change is incorrect, the provider must update the information with DHS Licensing. Provider workers must not change certified license exempt center names or site addresses in MEC2. Provider workers may add and change mailing addresses if the provider requests a mailing address or change to their mailing address. Certified license exempt center receives a new certification number When a certified license exempt center receives a new certification number, they must re-register and receive a new MEC² ID. See Chapter 11.12 (Provider registration). Centers not licensed by the state of Minnesota Department of Human Services Programs licensed by another agency such as a tribal nation or another state should be registered as a licensed program. See Chapter 11.3 (Licensed Child Care Providers). License exempt centers that cannot be registered as CCAP providers All license exempt centers must be certified to register for CCAP. Some programs may attempt to register for CCAP that are not eligible for certification as a CCAP provider. If a license exempt center is not certified when they attempt to register, the license exempt center should be directed to DHS Licensing. DHS Licensing will determine if the license exempt center is able to be certified and/or if they may pursue another option, such as licensing, to be an eligible CCAP provider.
