Vehicle Purchase The client requesting the service has a valid Michigan driver’s license. • Proof of insurance. • SOS clearance confirming the client does not own any other vehicles. • A vehicle inspection by a licensed mechanic. • If the client is financing a portion of the vehicle purchase, the specialist must complete an affordability determination and place it in ECF. • A completed MDHHS- 5946, Vehicle Purchase Information.
