MAGI-BASED ELIGIBILITY VERIFICATION PLAN (Insert Medicaid, CHIP, or Both) Medicaid & CHIP State: Maine Last updated 05/05/2020 Section A. Verification Procedures for Factors of Eligibility Eligibility Factor Self-Attestation Accepted without Additional Verification (Y/N) Self-Attestation Accepted with Post- Eligibility Verification (Y/N) Electronic Data Source Used (Y/N) Reasonable Compatibility Standard Used Specify Reasonable Compatibility Standard for Income Ask for a Reasonable Explanation from the Individual (Y/N) Paper Documentation Required from the Individual (Y/N) Comments Both are above, at or below the applicable income standard. Maine verifies self-attested income through all available electronic data sources at initial application and recertification. Electronic data sources include Maine's eligibility system (ACES) which is integrated with other public assistance determinations (e.g. SNAP, TANF), the Work Number (Equifax), SSA, SDX, and Maine's Department of Labor. Data sources such as the Work Number and Maine's eligibility system will be used as the primary source of income verification. Less timely or aged data sources will only be checked if primary sources are unavailable or if needed to help resolve discrepancies. Data source matches will be used as follows: • If attested income is above Medicaid limit, the self-attested income is used regardless of data source availability or sources found above/below the Medicaid limit. • If both the attested income and data sources are below the Medicaid limit, the higher of the attested income or data source will be used. • If attested income is below the Medicaid limit, and data sources are above the Medicaid limit a reasonable compatibility standard of 10% is used MAGI-BASED ELIGIBILITY VERIFICATION PLAN SECTION A - Verification Procedures for Factors of Eligibility 1
