Capacity to administer a timely and effective Fuel Assistance program for the intended Service Area; 2. Demonstrated capacity to adequately serve low-income persons residing in their Service Areas; 3. The availability of other qualified entities to service a particular area; 4. The geographic area customarily serviced by the potential subgrantee; 5. Cost efficiency in administering a Fuel Assistance program; 6. The ability to enhance accessibility to other low-income programs administered by the Subgrantee; 7. Acceptable schedule for taking Applications; and 8. The ability to perform outreach activities and serve homebound recipients. 9. Subgrantee shall make annual, written applications to MaineHousing that address each of the above criteria.
