DHCD Referrals The Maryland Department of Housing and Community Development (DHCD) will expedite referrals for energy efficiency or weatherization services when a Physician Certification form is submitted along with the DHCD referral form. Referrals should be emailed to dhcd.energyintake@maryland.gov using the appropriate DHCD form.
