ELIGIBILITY DETERMINATION 3.6 Eligibility Requirements for the LIHEAP Heating/Cooling regular benefits are:  Proof of Identity  Social Security Numbers  Income eligibility determination  Citizenship verification  Vulnerability (Responsibility for the household energy account)  Active energy account verification  Utility Allowance Confirmation, if applicable (See Section 4.1.C)  Disability status verification, if applicable (See Section 4.2.A) Documents required for completing the application can be found on the LIHEAP Application Required Documents Form (Appendix D). Applicant is defined as the primary individual (age 18 or older) that is applying for assistance and who is responsible for the household energy cost. Household Member is defined as anyone living at the address full-time within the last 30 days of application. The following household members who are using the address are excluded from the application:  Children who are away at school,  Children who are absent due to placement in a foster home,  Children in joint custody arrangements who are present less than 50% of the time,  Live-In Aides (no family relation),  Members who are incarcerated or at a correctional facility,  Members who are on active military duty,  Members who are permanently institutionalized, and  Members who are confined to a hospital, nursing home, or rehabilitation facility.
