3. ABAWDs who select the vocational education component must participate in another component until they actually begin classes. Once this component is completed, ABAWDs must again participate in another component, unless otherwise exempt or meet ABAWD requirements.
4. The E&T Provider will make a referral to the vocational school for the participant to apply for enrollment as well as financial aid.
5. Vocational Education placement procedures are handled by both the E&T Provider and Partner staff.
F. [Work Experience: Programs that give participants hands-on experience through structured work activities, training, or both to prepare them for employment. It is a planned learning experience focused on building specific skills—not just doing a job. Unstructured activities like volunteering or self- placement do not qualify. Work Experience can take place in the private or public sector and may be paid or unpaid but must follow Fair Labor Standards Act (FLSA) rules. This component includes two types: work activity programs and work-based learning programs.
1. Work Activity: Programs performed in exchange for the participant’s SNAP benefits. The benefit amount is used to calculate how long a participant can participate in this activity. Work activity programs allow participants the opportunity to gain general work skills, knowledge, and work habits that will prepare them for employment. This component should be only for participants where additional work experience would improve their employability.
2. Work-Based Learning: Several programs fall under the Work-Based Learning category, including internships, pre-apprenticeships and apprenticeships, on-the-job training, and transitional jobs. Work-based learning programs teach participants concrete skills related to a specific occupation or industry, and where skills are applied in a real-world setting as they are learned. Participants are ready to transition into stable, long- term employment in the field or industry for which they were trained. Work-based learning can be subsidized or unsubsidized. Kentucky SNAP E&T currently offers subsidized Work-Based Learning-Internship and subsidized Work-Based Learning-Transitional Jobs with specific agencies.
G. Workfare: A structured work activity performed at public or private non-profit sites in exchange for SNAP benefits. The activity is used for Individuals who are work-ready, but not able to find regular employment. Placements are made with public and private non-profit agencies. Form FSET-241, Workfare Training Site Agreement, is completed when a participant is placed at a workfare site.]
1. Workfare participants do not receive wages. The number of hours participants are required to work is determined by the value of their SNAP allotment.
