Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 2790 – R. 6/15/26 – OMTL – 424 Regional Responsibilities for Drug Addiction and Alcohol (DAA) and Group Living Arrangement (GLA) Facilities
[Local office staff designated by the Service Region Administrator (SRA) must conduct random onsite visits to Drug Addiction and Alcohol (DAA) and Group Living Arrangements (GLA) facilities. Staff should ensure at these visits that the DAA and GLA operate within the specified guidelines in order for residents to be eligible for SNAP, that listings are accurate and submitted timely, and that the local office's records are consistent and up to date.
A. Visits to DAAs must be conducted quarterly. Written reports of findings from the visits should be submitted by each Region to the Nutrition Assistance Branch (NAB) Inbox .
The visit should cover the following items:
1. Provide a copy of the current policy regarding DAAs to the treatment center's Authorized Representative (AR). Discuss policies with the center AR and complete the Center Acknowledgement Form. Do not file this form in any case record. Maintain a folder of your report findings. 2. Provide a copy of forms including FS-1, Application for SNAP, PAFS-702, Proof of No Income, PAFS-76, Information Request, and PAFS-700, Proof of Employment and Wages. Discuss each form and its proper usage. 3. Discuss any issues relating to the Point of Sale (POS) machine, worker interactions, communications, etc. Complete the FS-4 Treatment Center Quarterly Review Form. Do not file this form in any case record. Maintain in a folder of report findings. 4. Review the Center’s log books (how benefits are tracked, who is active, etc.) 5. Provide the AR with the full name/e-mail address of the agency contact and advise that they must submit their listing of current residents to the contact via e-mail by the 5th of each month. Forward this list to the appropriate staff.
B. Visits to GLA facilities are conducted periodically. Reports on visits to GLA facilities are not required.
C. If an over-issuance is discovered during an investigation or hearing, establish a claim against the AR of the DAA or GLA for overissuances of SNAP benefits held on behalf of residents. The DAA or GLA is responsible for the overissuance, not the individual residents. Only if a GLA resident applied on their own behalf would the individual be responsible for an overissuance.]
