Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 2200 – R. 6/15/26 – OMTL – 698 Boarders - General
[Boarders are individuals residing with a household who pay reasonable compensation to the household for lodging and meals, or who reside in a commercial boarding house. Boarders are considered non-household members.
To be considered a boarder, the member must meet the following criteria:
A. Make reasonable monthly payments as follows:
1. Pays an amount equal to or exceeding full monthly SNAP benefits according to the border’s benefit household size. This applies to boarder households who receive an average of more than two meals each day; or
2. Pays an amount equal to or exceeding two-thirds of the full monthly food benefits according to the boarder’s household size. This applies to boarder households who receive an average of two meals or less each day.
B. Foster care adults/children who are excluded from the household are considered boarders. The reasonable payment criteria do not apply. The entire foster care maintenance payment is excluded from consideration in benefits calculations.
C. The following relatives who live together but do not purchase and prepare food together may be considered boarders.
1. Children age 22 or older, living with their parents; and
2. Siblings who do not live with their parents. (If the sibling is under age 18 and is under the parental control of another sibling, they cannot be a boarder in the case of the sibling who assumes the parental role.)
These individuals must be making reasonable monthly payments, as defined above.
The following cannot be considered a boarder:
A. Spouse of a household member; B. Children under 18 years of age, if under the control of a household member; C. Individuals paying less than a reasonable monthly payment for meals; D. Individuals furnished both meals and lodging by a household, but contribute less than a reasonable monthly amount for meals; or E. Parents living with their natural, adopted, or stepchildren.
Note: Individuals who are coded as boarders in an active/pending case cannot apply separately for themselves.]
