MS 7050 (2)
For example: a computer match source intended to verify SSI cannot be used to verify RSDI.
In instances of mass change, when all recipients of the benefit will receive a raise, DO NOT use the check to verify the increase. Contact the authorizing agency to verify the new benefit amount and any deductions.
Below are example scenarios of how to consider provided verification:
Example #1: An individual applying for SNAP reports they incur rent/mortgage and utility expenses. The worker should ask for verification from the original source first (landlord, banking institution, utility company) before using an alternate source of verification.
Example #2: An individual provides a PAFS-76 with the intent to verify household composition and shelter expenses; however, the question “Are you the manager or landlord” is unanswered. This makes the shelter expense section questionable. Staff should attempt to contact the individual who completed the form to confirm whether or not they are the landlord. If they cannot be reached, the form is still acceptable to verify household composition, but the worker will need to request additional verification of shelter expenses and explain the discrepancy on the Request For Information.
Example #3: An individual applying for SNAP reports they have wages but is working under a different name and/or social security number (SSN). As a result, the name and/or SSN on the check stubs provided to verify their wages do not match the name and/or social security number with which they are applying. In this situation, the household should be allowed to provide verification to explain the discrepancy, such as a written statement or collateral contact to verify it is the same person.
B. [COLLATERAL CONTACTS. The agency shall use collateral contacts as documentary evidence for verification if such verification is acceptable and would result in better service to the household. Acceptable collateral contacts are individuals outside the SNAP household who have knowledge of the household’s circumstances. While acceptable collateral contacts cannot be restricted to a particular individual, staff must always attempt to get verification from a primary source such as service provider or employer before exploring other sources or contacts.
When using collateral contacts for verification, case notes should include the telephone number and the name of the person that provided the verification.]
[Examples of acceptable collateral contacts include but are not limited to employers, landlords, social service agencies, community action agencies, migrant service agencies, neighbors of the household or other persons outside the household. When using relatives as contacts for verification purposes, immediate family members should not be used for verification of zero income.]
