MS 6705 [1]
Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 6705 – R. 5/1/26 – OMTL – 694 Simplified Reporting Households
All households are considered Simplified Reporting (SR) households and are subject to SR requirements. Households are only required to report when:
A. [Total gross (earned and unearned) monthly income exceeds the Federal Poverty Level (FPL) used to determine eligibility for their appropriate household size. For example, a household that is approved under 130 percent FPL must report when it exceeds 130 percent FPL. Households that are approved under 200 percent FPL must report when income exceeds 200 percent FPL; B. A member of the household, who is 18 through 64 and subject to Able Bodied Adults Without Dependents (ABAWD) requirements, begins to work less than 20 hours per week; or C. A member of the household receives substantial lottery or gambling winnings that may put the household over the resource limit. See MS 5000 for details regarding resource limits for households with and without an elderly or disabled member.]
These changes must be reported by the 10th of the month following the month the change occurred.
[Example: A household with no income approved under 130 percent FPL begins receiving income on May 12, causing gross monthly income to exceed the 130 percent FPL for their household size. The change must be reported by June 10.
Advise households they have the right to report other types of changes in their household that may impact their SNAP case but are not required to do so. For changes in household composition, households only have to report when the change in household size results in the household's gross monthly income exceeding the FPL threshold established for the last reported household size. The household must compare the income for the entire household to the FPL income guideline for the household size last reported.
Example: A household applies in May and reports three household members. In July, two more individuals moved in. If the recipient does not report this, they must compare the income of all five household members to the FPL threshold for a household size of three. If the recipient does report the change, then their household size will change to five and will be compared to the FPL threshold for a household size of five.]
Ensure recipients understand the differences in reporting requirements for each program. SR policy only applies to SNAP households and does not apply to Kentucky Transitional Assistance Program (KTAP) and Medical Assistance cases.
If a household voluntarily reports any change during the certification period, act on the change. Enter the change and request verification, if required. The change follows normal processing procedures. When a change is reported, all technical eligibility factors related to the change must be explored.
