Volume - Supplemental Nutrition Assistance Program (SNAP) MS 5610 - R. 8/31/26 – OMTL - 705 Month of Application or Recertification
A. SNAP eligibility is based on circumstances for the entire month in which the household files its application and/or circumstances anticipated to exist in future months. The initial month’s benefits are pro-rated from the date of application.
1. The initial month is the first month the household is certified, following any break in the certification period. Prorate benefits from the date of reapplication for any household that reapplies in the month following discontinuance.
2. Do not prorate benefits for the first month of the new recertification period for those households whose filing deadline for a timely recertification falls after the end of their current certification period.
3. Do not prorate benefits for migrant and seasonal farmworker households.
B. [Individuals who move to Kentucky from another state are considered to have participated in SNAP if the individual received benefits for the month. If an individual states they have received benefits in another state, or if there is reason to believe they may have, verification is required. If the state in which benefits were received is not yet participating in the National Accuracy Clearinghouse (NAC) Interstate Data Matching System, staff must rely on the Public Assistance Reporting Information System (PARIS). If the local office has access to the out-of-state worker (e.g., the individual has the previous worker's phone number), contact the state to determine if the individual received benefits in that state for the month and to verify if the case has been discontinued. Out-of-state numbers can be found at the National Directory of Contacts. If the worker is unable to verify this information, the application must be pended for verification. A Request for Information (RFI) will be generated, giving the household 10 days to provide verification. If verification is not returned, the case will be processed without it.]
