Volume II OMTL-662 Supplemental Nutrition Assistance Program 1/1/25 MS 4000* NATIONAL ACCURACY CLEARINGHOUSE - OVERVIEW (1) The National Accuracy Clearinghouse (NAC) is a system designed by the Food and Nutrition Service (FNS) to be used nationwide to compare data between states and prevent duplicate Supplemental Nutrition Assistance Program (SNAP) benefit issuances. All SNAP state agencies are working toward nationwide implementation of the NAC, an interstate data matching system. Actions will be taken from the NAC to ensure individuals are only receiving benefits in the state in which they reside and are otherwise eligible to receive them. The Primary goal of NAC is to enhance program integrity, reduce improper payments, increase individual experience, and ensure fair and accurate distribution of SNAP benefits to eligible recipients across state lines. The NAC must be searched each time someone applies for SNAP benefits, completes a recertification, when a case is reactivated, or when a new recipient is added to the SNAP household. The call to NAC is an automated or manual system- initiated call that is performed by Worker Portal when all required elements are present for an individual. Before checking NAC, the individual’s social security number (SSN), residency, and identity must be verified. If there is a match, the state must inform the household in a language and format they can understand, act on the match, and inform the other state involved. A. The NAC is called only in SNAP intake, member add, recertification, and reactivation case modes. B. NAC calls should not be made for individuals if there is no verification provided or, if insufficient verification has been provided for SSN, ID, and/or residency. C. NAC searches are only performed with states onboarded to NAC. For states not onboarded to NAC, workers should continue to rely on the Public Assistance Reporting Information System (PARIS) interface to identify out of state SNAP benefits. NAC match tasks will fully replace PARIS match tasks for SNAP, once all states are onboarded to NAC. D. A household will not be determined as meeting the expedited SNAP criteria if a NAC match is found. If an individual included in the SNAP household is currently receiving benefits in another state, expedited processing timeliness standards no longer apply. The only exception to this is that expedited SNAP benefits will continue to approve when a NAC match is found, and the household resides in a shelter for battered women and children. E. NAC will notify the initiating and matching states when a new match ID is created for an individual. F. NAC will notify the initiating and matching states when an update is made on the match by either state. G. Workers will verify match details on the NAC screen and take initial action on the matches.
