Volume 2 - Supplemental Nutrition Assistance Program(SNAP) MS 3800 – R. 6/1/17 – OMTL – 511 Authorized Representative (AR) Requirements
Limits are not placed on the number of households an AR may represent. If employers, such as those that employ migrant or seasonal farm workers, are designated as ARs or if a single AR has access to a large number of benefits, ensure the following apply:
A. The household has freely requested the assistance of the AR;
B. The household's circumstances are correctly represented, and the household is receiving the correct amount of benefits; and
C. The AR is properly using the benefits. If it is suspected that an AR is not properly using benefits, report the circumstances to the Nutrition Assistance Branch inbox through your appropriate supervisory channels.
Enter the name and address of the household’s AR on the system. The system sends an Electronic Benefit Transfer (EBT) representative’s name to Fidelity Information Services (FIS). (If the AR is applying only, the information is not sent). The EBT system adds this information to the recipient’s EBT account file. This allows the AR to contact the Customer Service Representative (CSR) to report a problem with the card and/or Personal Identification Number (PIN), request a new card and/or PIN, and inquire about the benefit balance.
If the individual making the call to the CSR is not on file as the AR and cannot provide the SNAP head-of-household's date of birth, the CSR denies the person’s request.
ARs are not issued their own EBT card. If the household wants the AR to purchase food for them, the household must provide them with the household’s EBT card and PIN.
