Example 4: An individual completed a recertification for SNAP on January 1, 2026. A hotline referral is received March 5, 2026, indicating that the household sold their SNAP benefits to an individual outside of their SNAP household and evidence is found supporting this allegation. The agency submits a claim referral as a Suspected Intentional Violation (SIPV). Upon review, the RCW cannot locate the signed application from the January recertification. In this instance, an IPV can be pursued as there is evidence from the previously signed applications the household was historically made aware of the program rules and separate evidence supporting the trafficking allegation.]
L. Electronic and Voice Signatures
Individuals can choose to sign applications with an electronic signature or voice signature. Field staff comments on IEES as to who was interviewed to complete the application or recertification. Applications completed with an electronic or voice signature are considered signed applications.
