These facilities operate under the direction of the Indiana Family and Social Services Administration (FSSA), the Division of Mental Health and Addiction (DMHA) or the Indiana Department of Health (IDOH). Individuals who are or are incarcerated are not eligible for the 590 Program. 590 is not stored in the eligibility system, it is displayed in MMIS and is available in the Portal. If an ongoing Medicaid member is reported as residing in a SOF (State Operated Facility) and is intended to reside in the facility for 30 or more days, the facility details screen should be updated, and the case will be suspended. When the facility reports the members release from the facility, the Medicaid should be unsuspended. During the time that an individual is in the 590/SOF facility, an AR (authorized representative) form is not required for the facility to act on the members behalf. 31 Upon release from the facility, a signed AR form is required.
