not apply to final orders, decisions, and opinions of the Department; and (2) subparagraph (a)(ii) of Section 5-10 of the Illinois Administrative Procedure Act does not apply to forms established by the Department for use under this Article. Section 1-65. Rulemaking. The Department may adopt rules in accordance with the Illinois Administrative Procedure Act and prescribe forms relating to the administration and enforcement of this Act as it deems appropriate. Section 1-70. Home rule limitation. The taxation of the occupation of providing targeted advertising services is an exclusive power and function of the State. A home rule unit may not impose a tax on the occupation of providing targeted advertising services as set out in this Act. This Section is a denial and limitation of home rule powers and functions under subsection (g) of Section 6 of Article VII of the Illinois Constitution. Section 1-900.
