(2) No fee other than the filing fee contained in the applicable schedule in subsection (a) shall be charged to any person in connection with an adoption proceeding. (3) Upon good cause shown, the court may waive any fees associated with a special needs adoption. The term "special needs adoption" has the meaning provided by the Illinois Department of Children and Family Services. (4) No fee may be charged for the filing of an appearance by any defendant in a small claim proceeding. As used in this Section, "small claim" means a proceeding as defined in Supreme Court Rule 281.
