REFERRAL TO E&T In accordance with 7 CFR 273.7(c)(2), in order to participate in SNAP E&T, the State agency must make the referral. The referral method may vary from participant to participant. The provider reaches out to the participant to set up an intake/orientation appointment. They are again informed at intake about the availability of participant reimbursements.
