TANF State Plan FFY 2026 Effective October 1, 2025 Page 14 of 24 TANF and State MOE funds. E&T is a comprehensive set of services that assist participants in finding employment, maintaining employment, or improving their employment situation. The E&T contractor provides individualized services essential to a participant’s entry into employment. Activities depend upon the applicant’s circumstances and require up to 40 hours per week in work-related activities, described under Work Related Activities on pages 9-10. Additionally, some adults may be served who are at risk of losing their ability to support their family or children they support. E&T helps end dependence of needy parents on government benefits by promoting job preparation and work. T. Case Management of Child-Only Ineligible Alien (IA) Cases Case management for child-only cases involving Ineligible Aliens (IA) is carried out solely by a contracted service provider. No TANF cash assistance or other federally funded services are provided to IA cases, consistent with 8 U.S.C. § 1611 and the 2024 HHS PRWORA notice clarifying federal public benefit restrictions. Once the family is determined eligible for TANF, the case is referred to the contractor for ongoing case management. The contractor is responsible for Individual Responsibility Plan (IRP) development and management, timesheet submission, and activity hour tracking and keying for IA cases. These activities are administrative and supportive only; no TANF payments or federal public benefits are provided to IA individuals. U. Transitional Services Transitional Services may be provided to an individual whose family is no longer eligible for TANF cash assistance due to employment or who requested TANF closure because of employment. At the time of closure, the family’s income must be below 200% of FPG. The family must have received TANF for at least one partial month or one full month within the past 12 months and have a need for work-related services in order to maintain employment. This assistance includes paying directly to vendors on behalf of the individual on Transitional Services work-related expenses including clothing, tools, transportation costs, licensure, and certification fees. Transitional Services may be provided for up to 12 months after TANF ends due to employment and do not count toward the TANF 24-month time limit. Services are supported by federal TANF funds. V. Supportive Services Supportive Services are for participants who are receiving TANF or are on Food Stamps and have completed a CE plan. Supportive Services are paid directly to vendors, and include work-related expenses such as transportation costs, clothing, necessary tools and equipment, licensure, and certification fees. Expenditures for Supportive Services may not be paid for child care, medical services, purchase of vehicles, housing and utility costs, services for children, credit card accounts, household items, fines, professional union or trade dues, or any services available through another resource, as these expenses do not fall under the Supportive Services category. Child Care Services are available through the Idaho Child Care Program and are funded either through CCDF or direct TANF funds. Supportive Services are supported by TANF and State MOE funds, and may be provided to adult participants who receive: • TANF Cash Assistance: Supportive services must be needed to support an element of the Individual Responsibility Plan (IRP).
