Page | 30 20.0 WORK PARTICIPATION REQUIREMENTS 20.1 Required Hours of Work Participation FTW participants are expected to perform thirty (30) hours per week of overall participation to simulate a full-time workweek. Of the overall participation requirement, twenty (20) hours per week must include participation in TANF core work activities. See section 18.0 above for descriptions of allowable work activities. Please refer to section I of the Hawaii TANF Work Verification Plan, amended March 28, 2016, for more information on work activities. 20.2 Work Requirements for Special Populations
Non-custodial minor parents: Hawaii does not require non-custodial, non-supporting minor parents to fulfill community work obligations and attend appropriate parenting or money management classes after school.
Other populations: Hawaii has contracted services for survivors of domestic violence, individuals with physical or mental disabilities and those suffering from substance abuse. Specialists in the appropriate field screen each of these individuals. If they meet the required standards, they are referred for contracted services, which include case management, compliance requirements, treatment, and employment planning. Please refer to subsections 13.9 and 25.18 for domestic violence status and services.
20.3 Unavailable Child Care
Hawaii will not sanction a single-parent household with a child under the age of six (6) years who is unable to obtain employment or engage in work activities through the FTW program due to the following reasons:
A. Unavailability of appropriate child care within a reasonable distance from the parent’s home or work site; B. Unavailability or unsuitability of informal child care by a relative or under other arrangements; or C. Unavailability of appropriate and affordable formal child care arrangements.
The FTW staff will assist the parent (i.e., FTW participant) by eliciting referrals to child care resources and reviewing the participant’s case to determine the availability of care. The parent will continue to participate with the FTW program, receive case management and supportive services, and receive financial assistance until such time child care is secured.
