Certification Period 4.6
ALL SNAP In general, the certification period is for twelve (12) months. If the household is disabled or aged, the certification period is for twenty-four (24) months. If the household is homeless, the certification period is for six (6) months. The certification period for Alliance is for (6) months. Synchronizing Payment Program Reviews with Renewals 4.7
If possible when cases are reviewed, they should be synchronized if a household is receiving multiple benefits. However, an existing SNAP certification period may not be shortened in order to synchronize certification periods with another Program. If a household member comes into a Service Center to renew for any program, the SSR shall check to determine whether the household has been sent a medical renewal form that has not been returned. The SSR should encourage the household member to renew its medical eligibility during the office visit. The SSR shall inform the customer this would eliminate the need for the household to return the mailed medical renewal form. Benefit Proration Related to Renewal 4.8
MA If agency action or inaction causes a delay in the renewal of benefits, or a delay in issuing benefits, this will not affect the start date of the new certification period. Retroactive benefits will be applied so that the certification period, starts from the date the benefits should have been issued or renewed. The reason for the delay must be noted in DC Health Link. TANF, GC Benefit proration is not required because benefits do not automatically terminate at the end of the certification period. SNAP When the renewal application is submitted within 30 days after the end of the certification period and there is a break between the end of the certification period and completion of the renewal process that is not due to agency delay, the benefits will be prorated to the date the renewal process was completed as opposed to the date of the application. Eligibility Determinations at Time of Renewal 4.9
ALL Clients must be notified in writing of factors affecting continuing eligibility. These factors will depend upon the program for renewal. If there are no changes in the grant amount or type of benefits following renewal, the SSR shall generate a notice of approval to the customer that s/he has fulfilled the requirements. If there are adverse changes in the amount or type of benefits, timely and adequate notice for any adverse action shall be given using the appropriate notice.
