ESA SNAP Policy Manual 80  Provided the household any needed assistance to get the verification  Gave the household at least 10 days to provide the missing verification from the date of the original request 7.2 Expedited Processing For households eligible for expedited service, ESA must approve eligible households and provide them their EBT card within seven calendar days from the date they filed the application. For individuals who apply at SSA, this timeliness standard begins on the date ESA receives the application from SSA. Expedited service applies only to SNAP and provides benefits to the neediest households within seven days from the date of application. In all cases, the applicant’s identity must be verified and an interview must be completed to receive expedited service. Identity must be verified through a collateral contact or readily available documentary evidence. Legal Authority Expedited service (federal): 7 USC § 2020(e)(9), 7 CFR § 273.2(g), 7 CFR § 273.2(i) and § 273.14(f)

7.2.1 Entitlement to Expedited Service Applicants are eligible for expedited service in each of the following cases:  Household members have less than $150 in countable monthly gross income and $100 or less in total liquid assets.  Household members are destitute migrant or seasonal farmworkers with $100 or less in liquid assets.  Combined monthly gross income and liquid assets are less than the household’s monthly shelter expenses (rent or mortgage payments, homeowners insurance or property taxes) plus heat and utilities (using the heating and cooling standard utility allowance [HCSUA]). 7.2.1.1 Screening Applications for Expedited Service ESA must screen all SNAP applicants, including applicants requesting additional programs, to identify those eligible for expedited service. The application provides the information needed to identify expedited service cases.  Households do not have to request expedited service.  Households cannot waive their right to expedited service.  ESA cannot deny an applicant the right to apply or to be screened for expedited service.
