ESA SNAP Policy Manual 73 Chapter 6 Chapter 6. Data Matches ESA verifies financial and nonfinancial information by matching SNAP applicant and participant information to various national and state data sources to ensure they meet the program’s eligibility criteria. ESA uses the following data matching systems. 6.1 Income and Eligibility Verification System (IEVS) Through the IEVS, ESA can request wage and benefit details from specified agencies and use this information to confirm the eligibility and benefit amount for SNAP households. This information can be requested and used for all household members, including those considered excluded household members, provided their SSNs are available to the state agency. ESA matches data through the IEVS at each SNAP application, mid-certification, recertification and when adding new members to the household. IEVS includes information from the following sources: DOES: − Unemployment Income − Quarterly wage data SSA: − SSA-administered retirement and disability benefits − Verification of SSNs − Net earnings from self-employment, wages and payments of retirement income from federal tax returns DC DHS/ESA: − TANF and other ESA cash assistance program factors of eligibility, enrollment and benefit amounts − Medicaid factors of eligibility and enrollment For additional information on how to verify matches through IEVS, see Section 5.11.3.1.1, Independent Verification Requirements of IEVS Information, and Section 5.11.3.1.2, Independent Verification Requirements of SSNs.
