ESA SNAP Policy Manual 71 − The household cannot be terminated for failure to provide expense verification for a deduction. If expense verification is not received timely, eligibility and benefits must be determined without the deductions while verification is still outstanding. Disqualification status through eDRS for newly added household members must be verified. Other information that has changed must be verified. These changes will be subject to the same verification procedures applicable during initial certification. Unchanged information will not be verified unless the information is incomplete, inaccurate, inconsistent or outdated. Examples of information that should not be reverified include the following: SSNs previously verified Residency, unless ESA has information that the household no longer resides in the District Identity of the head of household or authorized representative, unless they are newly designated and their identity has not already been verified Legal Authority Verification at recertification (federal): SNAP: 7 CFR § 273.2(f)(8)(i), 7 CFR § 273.14(b)(4) 5.16 Documentation Documentation is the written record of the case history. The goal of documentation is to create a clear and complete record that follows the case actions so any person reading the case record can understand the status of a case, case contacts, information received, decisions made and notices sent on the case. Good documentation is important for other persons looking at the case to have an accurate view of the case. Fair hearings representatives, investigators, auditors, supervisors, QC reviewers and others use the documentation on a case to understand the case circumstances and reasons for any actions taken. When ESA has contact with a customer, authorized representative or collateral contact, documentation of the contact typically includes the following information: Date and type (office visit, telephone) of contact The name of the person ESA had contact with; if not a household member, ESA must indicate who the person is and what significance they have to the case, such as landlord or employer Information received during the contact Actions taken as a result of the information received and the effective date; if taking an adverse action, the notice being sent If the information gained is not used or does not apply to the case, indication of reasons the information is not being used or does not apply If no action is taken, indication of reasons for lack of action Return
