ESA SNAP Policy Manual 69  Household member changes are verified as follows: − Adding a new member: • SSN, noncitizen status (if applicable) and disqualification status through eDRS of new members must be verified using available data matches (see Section 5.11.3, Data Matches). • Identity of new head of household or authorized representative must be verified if it has not been previously verified. − Removing a member: No verification is required.  Resource/asset changes for households not categorically eligible must be verified.  Work hour changes for an ABAWD wo is subject to the ABAWD time limit must be verified.  Expenses affecting deductions are verified as follows: − Only changes in legally obligated child support payments and shelter expenses resulting from a change in address are requested on the mid-certification form. − However, verification must be requested for any reported changes in expenses that affect a deduction (i.e. legally obligated child support payments, shelter expenses, dependent care expenses, medical expenses), except verification will not be requested for changes in: • Shelter expenses of $25 or less unless the household has new address • Total medical expenses of $25 or less − Follow requirements in Section 5.3, Verification of SNAP Expenses, for verification of expenses affecting deductions. − The household cannot be terminated for failure to provide expense verification for a deduction. If expense verification is not received timely, benefits must be determined without the deductions while verification is still outstanding. Any other changes reported by the household or discovered by ESA during the mid-certification must be verified using procedures that apply at initial certification. For changes discovered prior to the mid-certification that could not be acted upon (see Section 5.13.2, Changes Discovered Through a Source Other Than the Household), ESA must seek clarification from the household or verification (if applicable) during the mid-certification process to resolve these changes.
