ESA SNAP Policy Manual 64 For NDNH matches that occur outside the initial application, mid-certification or recertification, follow procedures for unclear information in Section 15.6, Unclear Information. 5.11.3.1.7 Independent Verification Requirements for eDRS Federal regulations require ESA to check eDRS for all adult SNAP household members at:  Initial application  Each time a new household member is added ESA must check eDRS to ensure individuals disqualified from receiving SNAP are not certified for SNAP. Independent verification will take place separate from and prior to issuing a Notice of Adverse Action—a two-step process. Independent verification for disqualification purposes means contacting the applicant or recipient household and/or the SNAP state agency that originated the disqualification record immediately to obtain corroborating information or documentation to support the reported disqualification information in eDRS. Documentation may be in any form of electronic or hard copies of court decisions, administrative disqualification hearing (ADH) determinations, signed disqualification consent agreements or ADH waivers. ESA may accept a verbal or written statement from another SNAP state agency attesting to the existence of the documentation. ESA may accept a verbal or written statement from the household affirming the accuracy of the disqualification information if such a statement is properly documented and included in the case record. If a SNAP state agency is not able to provide independent verification to ESA because of a lack of supporting documentation, ESA or the SNAP state agency will advise FNS and follow FNS guidance. Once independent verification has been received, ESA will review and immediately enter the information into the case record. ESA must ensure the SNAP eligibility and benefit levels are determined without including the disqualified individual pursuant to Section 14.1.1, IPV, Fleeing Felon and Work Requirement Sanctions.
