ESA SNAP Policy Manual 54 5.6 Residency Verification ESA must verify that the SNAP household lives in the District of Columbia. Residency means the household is physically present in the District of Columbia. For more information on residency requirements, see Section 8.1, Residency. There is no minimum length of time requirement. There is no fixed residence or residence address requirement. Households are not required to live in a house or apartment, nor are they required to provide a residence address. − Note: An address is required to consider a SNAP application filed, but the address does not have to be a residence address. Examples of a nonresidence address would be a shelter or P.O. Box. At initial application, ESA must verify household residency. At mid-certification, recertification or when a change is reported, residency is not reverified unless ESA has information that indicates the customer may no longer be physically present in the District. Residency should not be reverified for the sole reason that the verification document used previously for residency verification has expired. For example, if a driver’s license was used at initial application to verify residency and has expired at recertification, ESA cannot request that the household reverify residency. The only time ESA should request reverification is if ESA has information that the customer is no longer residing in the District. Examples of acceptable verification include the following: Any verification that reasonably establishes residency − ESA cannot request separate documentation to verify residency if proof of residency can be determined through any other required verification. Rent receipt or agreement showing address Mortgage payments showing address Utility bill showing address Current identification cards Written statement from a shelter The Work Number showing an active employment status and the employee’s address in the District Any other document showing name and address Collateral contact if no other documentary proof is available (see Section 5.11.2, Collateral Contact) Return
