ESA SNAP Policy Manual 52 5.5 SSN Verification ESA must verify the SSN reported by the household for each household member applying to receive SNAP benefits. SSNs must also be verified when a new household member is being added. Once verified, SSNs are not to be reverified. Household members applying to receive SNAP benefits that do not provide an SSN because they cannot remember it or have not yet received an SSN may only receive SNAP for a limited time until they provide ESA with an SSN that ESA then verifies. These households must provide verification that they have applied for a replacement SSN or a new SSN or establish good cause for not being able to apply for an SSN before they can participate for a limited time. See Section 8.2, SSNs, for additional information on limited participation and good cause for these households. ESA cannot request SSNs from household members not applying to receive SNAP. 5.5.1 Verifying SSN SNAP household members’ SSNs are verified by submitting the SSNs to SSA’s State On-Line Query/State On-Line Query-Internet (SOLQ/SOLQ-I) or State Verification & Exchange System (SVES), except: If a SNAP household member’s SSN has already been verified by an ESA program that participates in IEVS, such as the District’s TANF and Medicaid programs, ESA must verify the SSN reported by the household for each household member applying to receive SNAP benefits, unless the household is categorically eligible. Once the SSN has been verified, ESA must mark the SSN as verified in the case file to prevent it from attempting to reverify the SSN. An SSN is not considered verified using documentary evidence such as a copy of an individual’s SSN card or ID card with an SSN. SSNs must be verified directly through the appropriate SSA interface, as discussed above. 5.5.2 Verifying Application for SSN Household members who are applying to receive SNAP benefits or being added as a new household member and do not know their SSN or do not yet have an SSN must provide verification that they have applied for an SSN or replacement SSN card (except for newborns; see Section 5.5.4, Verifying SSNs of Newborns). Household member must provide proof that they applied with the SSA to receive an SSN or replacement card. − Members can request from SSA a receipt that they have submitted the Application for a Social Security Card (Form SS-5) for a new or replacement SSN. − SSA can provide the member with Form SSA-5028 (Receipt for Application for a Social Security Number). ESA must accept this form as verification that the member has applied. Return
