ESA SNAP Policy Manual 42 For all unearned income, a copy of the benefits check or direct deposit receipt is adequate in the following situations: The copy clearly shows the benefit amount and any deductions. The copy is dated within the past 60 days. ESA has no reason to believe the amount has changed. A recipient award notice is acceptable if it is dated within the past 60 days and there is no reason to suspect the amount has changed. Educational income can be verified through the educational institution. A student financial aid award notice can also verify educational benefits. Court-ordered child support and spousal support the household receives can be verified by information from the court (verification of public records, other written statement or contract). The DC Office of the Attorney General (OAG) CSSD may also be able to provide verification of support received. Voluntary child support a household member receives can be verified by any of the following: Written statement from the absent parent Payment records Client’s statement if the absent parent refuses to cooperate and the payments are in cash Property-related income (may be earned or unearned income, depending on the extent to which the individual serves in a property management capacity): Mortgage or land contract Bills or receipts 5.3 Verification of SNAP Expenses ESA must verify the following expenses if they would result in an income deduction: Medical expenses Shelter costs Legally obligated child support paid by the household Dependent care expenses Utility costs do not need to be verified for SNAP. ESA can accept the customer’s statement regarding utility costs. If the household wishes to claim expenses for an unoccupied home, ESA must verify the household’s actual utility expenses for the unoccupied home in every case and must not use the standard utility allowance.
