ESA SNAP Policy Manual 327 Review the codes for QQs. Do they add up to 40 quarters of work? If yes, the applicant meets the exception requirement. If no, are there current or prior years’ earnings that are not shown in the QQ pattern? If yes, develop as described in the section Reconciliation of QQs below. If the total now equals 40 or more, the applicant has met the 40 QQ requirement. Review other records for the periods that can be used (during the marriage for a spouse and under age 18 for a parent). Add the codes for QQs for these periods to the applicant’s record to see if they equal 40 or more. If yes, the applicant meets the exception requirement. If no, are there current or prior years’ earnings that are not shown in the QQ pattern? If yes, develop as described in the section Reconciliation of QQs below. If the total now equals 40 or more, the applicant has met the 40 QQ requirement. On all records, ESA should review the field Minimum Number of Quarters of Coverage 1937–1950. If these can be used, add them to the total. Does the total equal 40? − If yes, the applicant meets the exception requirement. − If no, continue. Review the Maximum Number of Quarters of Coverage 1937–1950 field and look at the quarters of coverage patterns for codes # and Z. If the maximum number or the code # and Z will equal 40 when added to the total, refer the case to SSA as described in the section Reconciliation of QQs below. If the total still does not equal 40, continue. Review the QQ pattern with the applicant. If the applicant believes that quarters are missing, refer the case to SSA as described in the section Reconciliation of QQs below. If the applicant believes the records are correct, they do not have 40 QQs. To determine whether an individual has enough earnings to earn a QQ, refer to Table 25.4, Minimum Earnings for SSA Qualifying Quarters of Work by Year. SSA may include a current year quarter and a quarter earned information in the immediately preceding year even if SSA does not have information about those earnings in the automated system. ESA can use the individual’s earnings (earned to date) to determine the number of quarters earned in a current year that is not showing in the automated system. Return
