ESA SNAP Policy Manual 324 Process for Determining QQs 1. Credit the applicant’s own work quarters first. Request verification of work quarters using the 40 QQ History DCAS interface if, when discussing their work history, the immigrant indicates the following: They meet the 40-quarter requirement. They may meet the 40-quarter requirement. They do not expect to have 40-quarters with SSA but indicate they have earnings for additional quarters that could reach the 40-quarter requirement. 2. If the applicant does not have 40 QQs based on their earnings alone, ESA must determine whether the applicant’s parent or spouse has QQs that can be credited to the applicant as described in the section Whose QQs Count Toward the 40-Quarters Criteria above. Establish the necessary relationship to the applicant. Obtain a complete Consent for Release of Information, Form SSA-3288, from the parent or spouse of the applicant. Keep the signed consent form in the case file. 3. Request history of QQs from SSA: For persons who have signed the consent form, request a QQ history through the DCAS interface. For persons who have not signed the consent form, do not use the DCAS interface. Submit the SSA-513 to SSA identifying the following information: − The person whose work quarter information is being requested (the spouse or parent of the applicant), person’s SSN, date of birth and relationship to the applicant − The years (and quarters) for which the individual’s work history can count toward the applicant’s 40-quarter requirement SSA will return the form with information about the QQs the individual earned during the relevant period. 4. Exclude the quarters earned by someone when they received SSI, SNAP or Medicaid in 1997 or later: Information about SSI receipt is provided by SSA as part of the query. Determine whether the applicant, their parent or their spouse received SNAP, TANF or Medicaid (excluding emergency Medicaid) in the District during any quarter counted toward the applicant’s 40-quarter requirement. For quarters earned in 1997 or later, ask the applicant and the other individuals whose quarters are being credited whether they received any of the following benefits in any part of the US: − Medicaid, other than emergency Medicaid − TANF cash assistance − SNAP − Housing assistance (living in public housing or receiving a federal rental subsidy such as through the Section 8 or Section 202 housing programs) Return
