ESA SNAP Policy Manual 259 Example 2 A noncooperation disqualification was placed on the household effective June 1, 2022, for refusing to cooperate with the QC. The household reapplies for SNAP on February 15, 2023. Because the household is reapplying beyond 125 days after the end of the QC annual review period (September 30, 2022), the household is not required to cooperate with QC.

If a household is found ineligible because it did not cooperate with QC, ESA staff must take no further action until QC informs them the household has cooperated. If the household reapplies, its application will be subject to all eligibility requirements, except for households eligible for expedited services.
