ESA SNAP Policy Manual 237 Chapter 20 Chapter 20. Federal Demonstration Projects 20.1 Elderly Simplified Application Project (ESAP) 20.1.1 Definition of ESAP The District’s ESAP is designed to simplify SNAP certification requirements for households whose members are older adults or have disabilities and have no earned income. These households have traditionally proven to be the District’s most stable population, on fixed income, with few reportable changes in household composition or deductions. Older adults and individuals with disabilities can face barriers when applying for and remaining enrolled in SNAP. Individuals with limited mobility, visual impairments or cognitive disabilities may face challenges accessing and understanding application materials, obtaining documentation to satisfy verification requirements or traveling to Service Centers. ESAP helps reduce barriers to SNAP for older adults and individuals with disabilities. ESAP households have streamlined application and verification procedures, are assigned 36-month certification periods and have a simplified recertification process. ESAP cases are handled by SSRs who process all SNAP applications, continuing eligibility and maintenance functions. All staff will be trained to screen any SNAP application for ESAP eligibility. 20.1.2 Requirements for ESAP To be certified as an ESAP household, the household must meet the following requirements: All adult household members are either of the following: − Age 60 or older − Disabled, per the SNAP definition of disabled in 7 CFR § 271.2 Children under 18 who do not have earned income can be present in the household and included in the ESAP case.
