ESA SNAP Policy Manual 223 To ensure the correct processing of recertifications, ESA must take the following steps: Register recertifications in the system when they are received. Issue a Notice of Required Verification at application and then a Notice of Missing Verification to customers. Complete eligibility determinations within timeframes required by federal and District law and regulations. 17.4.2 Timely Recertifications A timely application for recertification is an application received by the 15th day of the last month of the current certification period. If the 15th falls on a holiday or weekend, the application for recertification is due on the last working day prior to the holiday or weekend. A household that timely submits its application for recertification, completes the interview and provides all requested verification required before the end of the household’s certification period must be notified of its approval or denial by the end of the household’s current certification. Households that are approved for a new certification period must receive their SNAP benefits on their EBT card by their normal issuance cycle in the month following the end of their current certification period. The application cannot be denied for failure to provide information before the certification period expires. If the end of the month falls on a holiday or weekend, requested information must be received by close of business on the last working day of the month. 17.4.3 Delay in Processing Recertification If a household’s recertification process cannot be completed by the end of the its certification period, ESA must determine if the delay is caused by ESA or the household and follow corresponding procedures. A recertification delay is the fault of ESA if one or more of the following conditions are true: A Notice of Expiration was not sent by the last day of the month prior to the last month of the household’s certification period. A Notice of Expiration did not meet the requirements for what must be included in the notice, including if the notice was issued in the wrong language (see Section 16.3, Notice of Expiration, for notice requirements). The household did not receive notification to complete an interview. ESA provided an initial interview due date that did not leave the customer at least 10 days in the household’s remaining certification period to provide verification. A Notice of Missed Interview was not issued to the household if the household missed its initial interview due date. ESA did not reschedule the interview if requested by the household. Return
