ESA SNAP Policy Manual 203 Example 1 A National Directory of New Hires (NDNH) data match is received for Otis in November, the third month of the certification period. NDNH matches are not considered verified upon receipt. Although the information from the match is less than 60 days old, Otis is not required to report a new job under simplified reporting (NDNH matches provide information on newly hired employees and not income information). ESA notes the match in the case file and clarifies the information with Otis at mid-certification.
Example 2 Sharlene applied and was approved for SNAP in January with no earned income. On April 17, ESA receives a data match from DOES quarterly wage data indicating Sharlene was employed and receiving income in the month of January. Even though the information is older than 60 days, it significantly conflicts with the information used at the time of application. ESA issues a Request for Contact, providing 10 days for response. If Sharlene fails to respond, ESA issues a Notice of Adverse Action to close the case.
