ESA SNAP Policy Manual 193  ESA must provide the household with a reminder notice advising the household that it has 10 days from the date ESA mails the notice to file a complete report.  If an eligible household files a complete mid-certification report during this 10-day period, ESA must provide the household with an opportunity to participate no later than 10 days after its normal issuance date.  If the household does not respond to the reminder notice, the household’s participation will be terminated, and ESA must send an adequate Notice of Termination.  If an eligible household that has been terminated for failure to complete the report submits a complete report by the end of the seventh month, ESA will reinstate the household and provide a full month of benefits.  If the household does not submit a completed report and does not provide all required information and verification by the end of the seventh month, the household must complete a new application. Example 1 Ms. Zeek’s SNAP certification period is from January 1, 2020, to December 31, 2020. Ms. Zeek’s mid- certification report was due by the end of June. Ms. Zeek submitted the mid-certification report and proof of her circumstances on July 11 (month seven). Because July 11 is within 30 days from the date the case closed, Ms. Zeek does not have to submit a new application. ESA will reinstate the SNAP case, and Ms. Zeek’s certification period will continue through the end of December 2020.

Example 2 Mr. Carter’s SNAP certification period is from January 1, 2020, to December 31, 2020. Mr. Carter’s mid-certification report was due by the end of June. Mr. Carter did not submit his mid-certification report and proof of his circumstances by the end of July (month seven). Mr. Carter visited a Service Center on August 5, 2020. Because he did not complete the mid-certification report by July 30 (30 days from the date the case closed), ESA cannot reinstate his benefits. He must complete a new application. ▪ Note: If the 30th day falls on a weekend or holiday, the action will take place the next working business day.
