ESA SNAP Policy Manual 187 Chapter 15 Chapter 15. Reporting Requirements Each program has different rules on what changes households must report and when they must report them. In general, ESA must act on every change it discovers, whether the customer reports the change or ESA learns of the change in other ways. If a customer reports a change for one program, ESA may need to redetermine eligibility for all programs in which the customer and their household participate. For income changes, the month of the change is the month during which the customer first receives new or changed income. Legal Authority Reporting (federal): SNAP: 7 CFR § 273.12, 7 CFR § 273.2(e) Computer matching (federal): All: 5 USC § 552a(p); SNAP: 7 CFR §S 273.2(f)(9), 272.8, 272.12–.14, 272.16 15.1 Simplified Reporting ESA assigns all SNAP households to the simplified reporting system. Simplified reporting simplifies the rules under which most SNAP participants inform ESA about changes in their income and circumstances during a certification period. Under simplified reporting, SNAP households are only required to report certain changes (see Section 15.2, What Households Are Required to Report) outside of application, mid-certification and recertification. A mid-certification (referred to as the periodic report under simplified reporting in federal regulations) is required for most simplified reporting households certified for longer than six months to enable the household to report additional changes during the certification period. Simplified reporting households certified for 12 months or less in which all adult members are 60 or older or have disabilities cannot be required to submit a mid-certification (see Section 15.4, Mid-Certification Requirements).
