ESA SNAP Policy Manual 152 Example 1 Ms. Grier applies for SNAP benefits. She states that she does not pay heating or cooling costs, and there is no record in DCAS of a LIHEAP payment. Based on her income and other expenses, Ms. Grier is eligible for the maximum SNAP allotment even without the HCSUA. The system identifies her as eligible for the maximum allotment without the HCSUA and does not provide a Heat and Eat benefit.
Example 2 Mr. Allen’s current SNAP certification period ends June 30. He comes to recertify on June 13. During the interview, Mr. Allen provides verification of his monthly wages and shelter costs. He also verifies he does not pay for heating or cooling separate from his monthly rent. After entering Mr. Allen’s income and expenses, the system determines he is not eligible for the maximum allotment and that applying the HCSUA would increase his monthly SNAP benefit allotment. Therefore, the system provides the Heat and Eat benefit and then adds the HCSUA to Mr. Allen’s shelter costs to determine his monthly SNAP benefit allotment.
Example 3 Ms. Allawi applies for SNAP on August 10. She rents and pays separately for her heating and cooling costs. Because she pays for her heating costs, she is eligible for the HCSUA without a Heat and Eat benefit. ESA documents that the household claimed to pay heating expenses and is not eligible for Heat and Eat.
