ESA SNAP Policy Manual 114 A person engaged in hobbies or volunteer work or any other activity that cannot be considered gainful employment (because of the minimal amount of monies received from such activity) is not exempt from work registration no matter how much time they spend on this activity. A person who loses an exemption from work registration due to a change in circumstances (such as the only dependent child leaving the household) must be registered for work at their next household certification action. Household members who are applying for SSI and SNAP do not need to be registered for work until SSA has determined their eligibility for SSI. If SSA determines they are ineligible for SSI, ESA must review exemptions and determine whether the individual must be registered for work. Adult members of a household eligible for expedited service are registered for work if they are nonexempt, but not before determining them eligible for expedited SNAP benefits. 9.2.1 Physically or Mentally Unfit ESA’s definition of physically and mentally unfit is when a customer has an illness, injury or incapacitation. Households claiming this exemption must provide appropriate documentation that contains proof of the medical condition. It must be signed and dated by one of the following allowable professionals: Physician or assistant Designated representative of the physician’s office Nurse Nurse practitioner Osteopath Psychologist Drug and alcohol abuse counselor or designee Mental health counselor Social worker Homeless outreach case manager Midwife Podiatrist Audiologist Physical therapist Occupational therapist Optometrist Vocational rehabilitation program counselor or designee Return
