ESA SNAP Policy Manual 88 Chapter 8 Chapter 8. Nonfinancial Eligibility 8.1 Residency Individuals must be a resident of the District of Columbia to be eligible for program benefits. However, no durational residency requirement may be imposed. An individual must not be denied program benefits because they do not reside in a permanent dwelling or do not have a fixed mailing address. 8.1.1 Determining Residency To participate in SNAP, a household must be a resident of the District of Columbia (the household is not required to verify its address, only that it is a resident). No individual may participate as a member of more than one household, in any month, unless they reside in a shelter for individuals and children who are victims of domestic abuse. Those individuals may be included in more than one household if the individual was a member of a household containing the abuser. ESA will not consider persons in the state solely for vacation purposes as residents. Individuals currently receiving SNAP benefits in another state may not simultaneously receive SNAP benefits in the District. SNAP does not require that a household intend to remain in the District, nor does SNAP require any length of residence. If residency is questionable for anyone reported in the household, ESA may request verification. 8.1.2 Temporary Absence Temporary absence from the District with intent to return when the purposes of the absence have been accomplished does not interrupt continuity of residency unless another state has determined that the individual is a resident there. A District resident who is absent from the District for a specified period of time or for a specific reason may be considered “temporarily absent” from the District and will retain residency during the temporary absence.
