POLICY STATEMENT By August 15 of each year, the State Agency must submit to FNS for approval a State Plan for the following fiscal year as a prerequisite to receiving funds under 7 CFR § 246.4. The State agency may submit the State Plan in the format provided by FNS guidance. Alternatively, the State agency may submit the Plan in combination with other federally required planning documents or develop its own format, provided that the information required below is included. The State Plan must be signed by the State designated official responsible for ensuring that the Program is operated in accordance with the State Plan. After receiving approval of the State Plan, the State Agency must only submit to FNS for approval substantive changes in the State Plan. The State agency must establish a procedure under which members of the general public are provided an opportunity to comment on the development of the State agency plan. PROCEDURE 1. A complete State Plan must include everything requested by FNS under Subpart B – State and Local Agency Eligibility, State Plan: 246.4(a), Requirements. 2. The State Agency must conduct an annual evaluation of its State Plan that includes participant feedback on nutrition education and breastfeeding promotion activities. (7 CFR § 246.11) The DC WIC State Plan will be open for public comment per DC Health standard procedures. REFERENCES 7 CFR § 246.4
