II. Reason for the Policy CFR 246.6 Agreements with Local Agencies III. Applicability DC WIC Local Agency Staff

IV. Policy Statement The DC WIC State Agency will review applications from Local Agencies for compliance prior to the awarding of funds. This pre-award compliance review will include the following criteria: 1. The Local Agency has had no recent history of non-compliance with Title VI 2. The local entity will operate within the procedures established by the State Agency 3. The clinic site location(s) does not deny access to any person on the basis of race, color, national origin, sex, religious creed, disability, age, political beliefs, or reprisal or retaliation for prior civil rights activity in any program or activity conducted or funded by USDA. See Non-Discrimination Agreement (appendix 12.001B) 4. Bilingual staff and materials are or will be made available in areas that have a significant proportion of non-English or limited English proficient persons 5. There are no discrimination complaints pending against the applicant agency

V. Procedure for Grant Submission 1. See Suggestion Form in Appendix 12.001A for Local Agency Grant Application. Follow policy as stated above.
